White Ceramic Cooperative was created in response to workers at the end of the ceramic industry Tandil SA, which since its founding in 2002 was devoted to ; based tableware glazed ceramic. The company eventually grew to 45 employees working in three shifts, with high levels of production and marketing but with constant financial ups and downs that led to, on rare occasions, salaries were charged in a timely manner. This problem was continuous throughout the years of operation of the company, more acute in late 2009 and early 2010 when workers began to work stoppages due to lack of payment reaching conciliation boards in the Ministry of Labour. In April of that year the plant was closed and the workers proceeded to take to keep their jobs. After the Court gave custody of assets, could reach an agreement with the former owners to make use of machinery.
INTI through the Sub-Recovered Enterprises Cooperative and Extension Unit and Tandil, along with other local, provincial and national as the Municipality of Tandil and the Universidad Nacional del Centro of the Province of Buenos Aires, have been active in seeking sources of funding, technical assistance and training of workers.

Also shared their experiences in assisting other cooperatives and recovered, since the objective of this program is to support and strengthen these organizations to achieve the appropriation of knowledge, technologies and management tools. These interventions attempt to address the various elements that affect these groups of work, from their entry into the market until the end of the production process, including the sale and distribution products, as well as environmental care, the health of workers within their workplace and personal development of each member. What difficulties municipalities have today?
Esta situation requires the local government have more complex organizational structures, the more diverse capabilities, more self-planned and most reliable resources and response capacity.
The Municipality is an organization with skills shortages
The extent of the issues on which municipalities are concerned not only requires a process of policy making, but also operational capabilities, economical, for decision making, organizational knowledge and skills specific.
capabilities of the municipal organization, resources, levels of decision making and operational management should be structured in terms of goals, actions and new challenges that are marked local governments. Without the work of all these perspectives is the municipality that resist a process of rapprochement with its neighbors in services and activities that improve their quality of life. The City requires the construction of a proposed
community where people find answers to their needs
Building community requires not only specific actions and projects but the ability to lead change processes and improving the quality of life of people. This is a task that requires the work of the entire municipal organization and a constant link with citizens to build responsible manner. From this point of view, is substantial rethinking of ways to interact with citizens and restore the mechanisms of participation and communication.
From the perspectives raised the seminar on "More" Local government is posed to provide concepts, methods and experiences to strengthen the capacity of municipalities to:
• Plan results orientation
• Check management according to the results defined
• Collect and monitor revenues be given autonomy
• Oorganizar and encourage plant personnel
• Manage and sustain the process over time
• Reinventing processes of participation and association with citizens impact performances
• Generate structural capabilities to be "more government"
